The Police did NOT just decide one day that
All Fraud and Deception was
NO longer a Criminal Crime.

However the same applies to a Solicitor and DTI / Government Official.

In the case of the DTI
"If the Police have not intervened then we will not get involved."

(This only works if the Police Officer is Senior as it works on the Peer Group Secrecy Variable)
commit CLEAR and BLATENT Fraud and Deception. Development is ideal as it has a Long Lead time maybe 2 years before exposure.

When exposed the people call on the Senior police officer
to have the conclusion of the investigation postponed.

Promising him that all will be sorted in 6 months.
So he is covered.
This Senior Police Officer
Informs the officer in Charge of the investigation his
informal request to postpone the conclusion of the investigation for 6 months.
This Junior officer does as he is told and also sees this favour he is providing as favour he can call upon to improve his career prospects within the force.
He is exposed but all he has to do is hold the investigation 6 months.

This is clearly also possible even if an investigation has reached a Major Crime unit,
and an investigation does not get there if Junior Officers cannot see a Crime.

Now at this stage you as a criminal can make a good profit and have NO consequences
All you need know is a Senior Police Officer.
You can make the same Deception over and over again with impunity.

As you could just simply now make the development as per contract
and so pocket all that interest on say 500,000 pounds over the 2 years.
Every Dishonest person is covered and only the company who paid for honest work to be done looses
500,000 is small in Todays costs of development
It could easily be millions and all will be signed paper and prototypes for many months or years.

You will never have to make the developments and keep everything else you’ve got.
Therefore instead of making the Development on this second chance,

The Police, rather than now arrest the people,
go into Institutional Corrupt Mode,
protecting themselves and their colleagues,
and abuse Crown Rights to a greater and greater extent.

Original fraud is exposed is clear
Admitted by the criminals
Accepted by the Police.
New multiple criminal crimes added to avoid civil accountability
These are covered by the Police

DTI fails to intervene
If the Police do not intervene.

Company and people avoid criminal and civil accountability

People acquire new Police and Government Contracts

The problem is as no one can deny any of these facts,
All being clear like some
Missing motorway in a Banana Republic!
